Description of problem:

The version in F19 is createrepo-0.10-1.fc19
The version in F20 is createrepo-0.9.9-22.fc20

There is also a version in F20 updates-testing: createrepo-0.9.9-23.fc20, but also that one has a lesser version than the F19 version.

There is a koji build of createrepo-0.10-1.fc20 which would work as an upgrade path from F19, but it is not tagged either as F20 or F20 updates-testing

Steps to Reproduce:
1. Update Fedora from F19 to F20

Actual results:
No upgrade path from F19 → F20.

Upgrade path from F19 → F20.

* was pushed to the Fedora 20 testing repository,
* should be available at your local mirror within two days.
Update it with:
