Description of problem:
papi the performance API library was developed by the HPC community to gather information about their applications and how their computing kernels actually work on the target machines. It is a library that HPC apps make calls to from within their HPC applications to gather information at specific points. Therefore it is linked in to many HPC apps. Thus it needs to be included in the HPC variant of RHEL7.
