Description of problem:
Boot up a guest with q35 machine type and attach a virtual floppy, however the floppy could not be detected by the guest. Switch to "-M pc" and replace all the "bus=pcie.0" to "bus=pci.0" in the command line, the issue does not exist.

1. Install a windows guest with -M q35 and attach the virtio-win virtual floppy.

2. Load the virtio-win driver from floppy during installation.

Can not load the driver.

The driver in the floppy disk should be found.

With "-M pc" machine type, no problem:
