verification steps:
scenario a:
1. have a pool with two domains, one host (spm)
2. block connectivity between the spm and both of the domains, wait for reconstruct to be executed - this should happen in less then 5 min (shouldn't be a problem). master version would be incremented by the engine in the attempt to reconstruct.
3. restore the connection to the "old" master domain only.
5. the engine should reconstruct the this master, the other domain should move to inactive.

scenario b:
1. have a pool with one domain and one host (master/spm)
2. increment the master domain version in the db by executing
update storage_pool set master_domain_version = master_domain_version +1 where pool_id/id = ... 
3. see that reconstruct is performed using the current master domain and that the pool is operational.
