Description of problem:
On "Profile | General Configuration | System Properties" page, no horizontal scroll bar is displayed when you narrow the width of your browser (or on a low resolution monitor). Other page provides a horizontal scroll bar but some pages don't. Especially on System Properties page, an operation like "Remove" is located at last column so the user can't select it.

Need to make sure that all pages have horizontal scroll bars when there is not enough room to show.  And/or need to clarify the minimum requirement of a monitor resolution.

Steps to Reproduce:
1. Enter a dummy system property with a long text value.
2. Narrow your browser.


Actual results:
No horizontal scroll bar.


Expected results:
Should have a horizontal scroll bar at the bottom.

jcechace, which browser are you using? This issue seems to work for me.
