Description of problem:
When creating a specification, the two options are to provide a package or enter the details manually. If the latter method is chosen, the input for the former should not be visible - as is the behaviour when selecting Acquire from Package

Steps to Reproduce:
1. Sign in, click Create

Actual results:
The page shows both manual entry and package upload panels

Expected results:
The upload panel should be hidden, and shown when the Acquire from Package option is selected

The upload panel should be there even you do manual entry.  It is for uploading specification file.  

You can see the attachment type is "Specification Document" if you have selected "provide manually".  While, if you have selected "Acquire from Package", the attachment type will become "Results".
