libgnome-desktop/gnome-languages.c parses glibc locale archives.  However, the file format is internal to glibc and subject to change without notice:

Please describe what date you need, we can then add the necessary interfaces to glibc and officially support them upstream.

i believe the point is just to get a list of locales supported by libc (for populating the language chooser in control-center).

This bug appears to have been reported against 'rawhide' during the Fedora 20 development cycle.
Changing version to '20'.
