Description of problem:
When I click on the help entry in the notification area menu I get:

Document Not Found
The URI 'ghelp:user-guide?panels-notification-area#panels-notiication-area' does not point to a valid page.

mate-panel-1.6.1-4.fc19.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Right click on notification area
2. Select help
3.

Actual results:
Get a popup with a "Document Not Found" error.

Expected results:
Some sort of help page about the notification area.

https://github.com/mate-desktop/mate-panel/issues/151 was opened with upstream.

This will be fix with mate-1.8
