Description of problem:
When I power up my laptop wit no AC plugged in I do not see the mate power manager applet in the notification area.  It only shows up when I plug the AC in. It remains displayed when I pull the AC out.

Always

Steps to Reproduce:
1. power off laptop
2. power on laptop with no AC connected
3. login - no applet in notification area

Actual results:
No applet in notification area

Expected results:
Power applet should be displayed in notification area with current battery status.
