Description of problem:
When attempting to decrease the Cluster compatibility version from 3.3 to 3.2, the following message is rendered:

Error while executing action: Cannot decrease data center compatibility version

Data Center should be removed from message.

Version-Release number of selected component (if applicable):

How reproducible:
Always

Steps to Reproduce:
1. Create a 3.3 cluster
2. Attempt to change the cluster version to 3.2
3.

Actual results:
Data Center reference in message.

Expected results:
Reference to Data Center should be removed from the message.
