Description of problem:

Red Hat family distros need a way of correctly setting the wireless regulatory domain, as explained in Fedora bug #806221 (https://bugzilla.redhat.com/show_bug.cgi?id=806221)

The setregdomain utility and /etc/sysconfig/regdomain file are involved in this, but they are not documented in System Administrators Guide or System Administrators Reference Guide

Actual results:
There is no documentation for setting the wireless regulatory domain of a Red Hat system (particularily for the setregdomain utility and /etc/sysconfig/regdomain file).

Expected results:
A complete, easy to understand documentation is needed for system administrators and end users.
