Description of problem:

In RHEVM UI, gluster volume created in the gluster enabled cluster supports 'rebalance', which is not fully functional.
It should be disabled for RHEVM 3.3 GA

Version-Release number of selected component (if applicable):
RHEVM - IS 28.1 [3.3.0-0.41.el6ev]
RHS   - glusterfs-3.4.0.52rhs.el6rhs

How reproducible:
NA

Steps to Reproduce:
1. Create a Glusterfs Datacenter ( 3.3 )
2. Create a gluster enabled cluster
3. Add 4 RHSS Nodes one by one to the cluster
4. Click on the "VOLUME" subtab in the same cluster.
5. Using RHEVM UI, create a distribute-replicate volume with 4 bricks ( 2 bricks per RHSS Node )
6. Optimize the volume for virtstore, by clicking on the appropriate LABEL for the volume
7. Using RHEVM UI, start the volume
8. Using RHEVM UI, there is a rebalance menu on the top, using that start rebalance
9. Try to get rebalance status, the UI pops up the dialog box, which says "Fetching Data", but hangs there for long time and never responds to any action like "close", etc

Only way to recover is to close the browser and launch it back


Actual results:
Partial implementation of "gluster rebalance",is available with RHEVM UI

Expected results:
"gluster rebalance" menu should be disabled unless its a complete one


Additional info:
Attached the screenshot of the RHEVM UI, where getting rebalance status using RHEVM UI, hangs there saying "Fetching Data"

Looks like same issue was there with RHS-C, which got fixed and verified,
