Doc Text:	Previously, services for OpenStack Compute and other OpenStack components ran in debug mode by default. With this update, the CONFIG_DEBUG_MODE configuration parameter has been added. Description of problem:
Debug = True is on by default and has a tendency to fill up the logs

1.install openstack 4.0 via packstack

Actual results:
debug is set to true

debug = false

By default debug and verbose are set to false in the nova package. In bug 958152 packstack was updated to change both values to true.

I also think that using the debug level is too much for a production environment (verbose should be enough) but it should be fixed in packstack.

Packstack is not installer for production, so leaving debug is OK.

From a GSS perspecitve this is still a bug.  Customers are still going to install openstack using packstack, I am currently downloading 5.6GB of log files from a controller from a 3 node setup.
