Previously, services for OpenStack Compute and other OpenStack components ran in debug mode by default. With this update, the CONFIG_DEBUG_MODE configuration parameter has been added. When this parameter is set to 'y', all OpenStack services will run in debug mode. By default, debug mode is disabled.

By default debug and verbose are set to false in the nova package. In bug 958152 packstack was updated to change both values to true. I also think that using the debug level is too much for a production environment (verbose should be enough) but it should be fixed in packstack. Packstack is not installer for production, so leaving debug is OK. From a GSS perspecitve this is still a bug. Customers are still going to install openstack using packstack, I am currently downloading 5.6GB of log files from a controller from a 3 node setup. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
