Description of problem:

perl-Email-Abstract unconditionally depends on Module::Pluggable:

# grep -R Module::Pluggable Email-Abstract-3.002
Email-Abstract-3.002/lib/Email/Abstract.pm:use Module::Pluggable

The package, however does not require it:
# repoquery -q --requires perl-Email-Abstract| grep Pluggable

Version-Release number of selected component (if applicable):
perl-Email-Abstract-3.002 
on all actively maintained Fedora releases + epel6

Additional info:
Apparently, this is yet another case in which rpm's perl dep-tracker fails to automatically add deps.
