I'm sorry, but this plugin should go to RPMFusion but not Fedora(FFmpeg).

ffmpeg(BuildRequires:  ffmpeg-devel) is "illicit" in Fedora.

For packages which depends on ffmpeg(no matter ffmpeg support is optional or a forcible BR), you'd better send it to RPMFusion.
