Description of problem:
It would be nice if a user had the possibility to collapse sections in the designer palette which would make the view port a bit smaller in size and he would not have to scroll from top to bottom (and vice versa). Currently the sections in the designer palette cannot be collapsed.

This begaviour was introduced as fix for BZ-1017757.

This issue shows same errors in the IE console as bz 1202892.
