This bug is created as a clone of upstream ticket:
https://fedorahosted.org/389/ticket/47627

If a change is not found in the change log the server will look for a min csn to start the replay.  This minCSN should not come from a cleaned RUV element.

Hi Scott, requesting you to mark the bug as verified, if you don't see any failures with IPA automated tests.

Sure, I've done a lot of installs in general since then and haven't seen anything that would indicate a side effect of this bug.  So, I'll go ahead and mark this as Verified, Sanity Only.   I'm also going ahead and marking qe_test_coverage - since there's nothing to automate or check for this one.

Note, the last Master/Replica Set I installed on was for this version:

389-ds-base-1.3.1.6-21.el7.x86_64
