Steps to Reproduce: 
Open Notifications panel in Settings

Make sure the notifications are enabled for all applications


For every component visible in the list, do the following:

 1. Click on the component and enable the toggle option Notifications
 2. Make the component to evoke notification (e.g. extract archive, burn disc,
    etc.)
 3. Click on the component and disable the toggle option Notifications
 4. Make the component to evoke  notification again



Actual results: 
You won't get any notification from Empathy after you disable and reenable them. You have to restart Gnome Shell via "alt+f2 r".

Expected results:
When the option is enabled, the notification should pop up correctly.
Otherwise, it should not pop up. In both cases, the notification should be
accessible by moving the mouse bottom to make the notification are visible.
