As seen in this upstream GStreamer bug there is an issue with the VP8 encoder in 1.2.0 making it so slow it is useless:

This can be resolved by updating to either 1.2.2 or 1.3.0. There is no 1.2.2 tarball, but there is a git tag.

* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing libvpx-1.3.0-2.fc20'
as soon as you are able to.
