Description of problem:

Incorrect Cancel button behavior on Content tab, it's checking for values in required fields and shouldn't on a Cancel operation.

3.2

How reproducible:
Everytime

Steps to Reproduce:
1. Navigate to the Content tab of any resource.
2. Click "New" from the Menu
3. Click "Upload New Package"
4. Don't enter anything about the Package details
5. Click "Cancel"

Actual results:
You receive an error by the name property - "For property "uploadForm:packageName", a value is required." 

Expected results:
The operation is cancelled and you return to the main content screen.

Moving to ON_QA as available for testing in the following brew build:

Note: the installed version is still JON 3.2.0.GA by design and this represents part of the payload for JON 3.2.1 also known as cumulative patch 1 for 3.2.0.GA.  How this will be delivered to customers is still being discussed.
