Description of problem:
2 DRL files that are part of BPM Example App (aka Big App) no longer pass validation in BPMS CR1. Interestingly in previous version (ER7) they could be validated correctly.

The DRLs concerned are 'Rectract Facts After Calculation' and 'Retract Facts After Validation'. When the 'Validate' button is clicked in the DRL editor in business central, the following messages are shown respectively:

[3,0]: Duplicate rule name: Retract Applicant after Calculation
[14,0]: Duplicate rule name: Retract Application after Calculation
[25,0]: Duplicate rule name: Retract Appraisal after Calculation
[36,0]: Duplicate rule name: Retract Property after Calculation

[3,0]: Duplicate rule name: Retract Applicant after Validation
[14,0]: Duplicate rule name: Retract Application after Validation
[25,0]: Duplicate rule name: Retract Appraisal after Validation
[36,0]: Duplicate rule name: Retract Property after Validation

Steps to Reproduce:
1. Deploy BPM Example app as described in the README enclosed (distribution download link below)
2. Open the 2 rules mentioned above in DRL editor
3. Click Validate for each of them

Expected results:
All BPM Example assests should pass validation.
