The mingw-libpng packages in Fedora 20 and rawhide are already at version 1.6.10 which isn't affected.
The mingw-libpng package in Fedora 19 is at version 1.5.13 and doesn't seem to be affected as well (based on https://bugzilla.redhat.com/show_bug.cgi?id=1045561#c21)
