Description of problem:
Once a data center compatibility version was selected during the creation of a new datacenter, it cannot be changed to a lower value anymore, even if there is no cluster or anything attached to.

1. Create new datacenter with version compatibility version 3.4 (or simply the highest)
2. Choose newly created data center and click edit 
3. Try to change the compatibility to a lower version

Actual results:
Error: Cannot decreasedata center compatibility version

Setting target release to current version for consideration and review. please
do not push non-RFE bugs to an undefined target release to make sure bugs are
reviewed for relevancy, fix, closure, etc.

When DC is downgraded :
  Block downgrading if there are Hosts or Networks (other than the default
  management network) or SD in the DC.
  In case that only default management network exists we should check that all
  network features are still supported (This can be done by adding a method
  to the NetworkValidator that will check for support of all relevant
  features)
