Description of problem:
user is able to check "Allow bricks in root partition checkbox and re-use the bricks by clearing x-attrs" when there are zero bricks attached to the add-brick dialog and once it is checked , it always remains the same even if user removes all the bricks from the dialog

Steps to Reproduce:
1. Login to RHS console.
2. Click on "New" under volumes tab.
3. Now click on add bricks dialog and once it opens, check the box "Allow bricks in root partition checkbox and re-use the bricks by clearing x-attrs"

Actual results:
User is allowed to check the "llow bricks in root partition checkbox and re-use the bricks by clearing x-attrs" with zero bricks in the add-brick dialog.

Expected results:
When user tries to click on the checkbox, it should say, "Bricks cannot be empty" or checkbox should be disabled until one / more bricks are added to the dialog

Issue attached in screenshot-8 is also seen.

One warning should be displayed at a time.
