Description of problem:
When i try to install the Develeopment packages from the redhat cd i get " 
PACKAGES NOT FOUND: Krb5-libs 1.2.7-8 and OPenssl 0.9.7a-2 "

I downloaded them and when i tried to install them i receive " NEWER VERSIONS 
ALREADY INSTALLED " 

I believe the installer is not seeing the newer versions of these 2 files and 
not allowing the installation of the development packages.

dont know, whatever Redhat 9 installer version is

How reproducible:
Always

Steps to Reproduce:
1.start add/remove applications
2.check the development checkbox
3.click update
    

Actual Results:  Continuosly receive " PACKAGES NOT FOUND: Krb5-libs 1.2.7-8 and 
OPenssl 0.9.7a-2 "

Expected Results:  The development packages should have installed

Additional info:

Redhat 9, all updated packages and errrata from rhn.
