Description of problem:
One of views in my vdb joins a table in DB2 on z/OS which has EBCDIC data with other table in Oracle which has SJIS data. It returns records less than actual.

Van, SQLServer and MySQL has a similar problem. I think you should be able to configure collation option for each data source.
