Description of problem:
We should differentiate between the case when Provider admin or not admin is creating external network and block an option of VLAN and Neutron label for not admin user. Checkbox should be added to indicate if the user is admin or not

Actual results:
Any Provider user (admin or non admin) can create external networks with vlan and Neutron label

Expected results:
Only admin should succeed in creating VLAN external networks

Setting target release to current version for consideration and review. please
do not push non-RFE bugs to an undefined target release to make sure bugs are
reviewed for relevancy, fix, closure, etc.

Neutron doesn't provide such information.
Any user with admin role will be able to create net with VLAN
