Description of problem:
Though QPID and bridge mapping configuration are missing on Agent Configuration subtab, an action of creation of Provider succeeds.

How reproducible:


Steps to Reproduce:
1. Create Provider
2. Do not configure QPID and/or bridge mapping
3.

Actual results:
Provider is created and nothing blocks you from working with this Provider

Expected results:
And action should be blocked if configuration is missing

Setting target release to current version for consideration and review. please
do not push non-RFE bugs to an undefined target release to make sure bugs are
reviewed for relevancy, fix, closure, etc.

This is by design as the user can install the agents by himself on the hosts and these values aren't necessary for him.
