Commit 7b2df683df810c6a4eb72a0e94b6296daa146096 accidentally removed the --update argument for the createrepo invocation when updating the task library. As a result task uploads are taking longer than before (which has a knock-on effect on job scheduling, due to the task library mutual exclusion).

Unfortunately I don't think there is any practical way to write a regression test for this.
