Description of problem:
Currently, 3DES strength needs to be specified incorrectly as 128 bits (while actual strength is only 112 bits) to achieve the desired order in openssl ciphers -v (see bug 1056616). Instead, cipher suite sorting should be redesigned such that no such hacks are neccessary to achieve the desired priorities.
