Title: Restoring a Backup to a Fresh Installation

Describe the issue:

  Restoring the RHEVM configurations to a fresh installation is not working as described in the documentation. After following the steps mentioned in RHEVM Admin guide, restore fails with the error 'FATAL: Database is not empty'

Suggestions for improvement:

 I think step 2.5 "CREATE LANGUAGE plpgsql;" is the cause. If I use the following script, it works properly.
 
su - postgres -c "psql -d template1 -c \"create database [DATABASE NAME] owner [OWNER NAME] template template0 encoding 'UTF8' lc_collate 'en_US.UTF-8' lc_ctype 'en_US.UTF-8';\""

 I think documentation should be fixed to show the exact steps to restore.

A step instructing the user to run the 'create language' command was removed from Step 2. of the procedure, and the command for creating a new database was matched with that above, now including "template template0 encoding 'UTF8' lc_collate 'en_US.UTF-8' lc_ctype 'en_US.UTF-8';"
