Previously, the "Management Server" line was still available when networking was disabled on the Red Hat Enterprise Virtualization Hypervisor. Now, a message appears to advise that networking is not configured, and access to menu items is disabled.

Description of problem:
Most menu items couldn't be configured when set network to disable.(e.g. Logging; Kdump; Remote storage; RHN)
But in oVirt Engine page, the Management_Server line is available when set network to disable, it would be better to disable it for more uniform when network down.

Steps to Reproduce:
1. Install rhev-hypervisor6-6.5-20140211.0.el6ev
2. Disable network.
3. Focus on oVirt Engine menu.
Actual results:
In oVirt Engine page, the Management_Server line is available when set network to disable.
Expected results:
Pop-up msg:
Networking is not configured, please configure it before register to oVirt-Engine.
Additional info:
1. No such issue in old 6.4-10231212.1 build (with vdsm package), so it is a regression bug, and set priority to High.
2. No such issue in latest base image since there is no oVirt-Engine menu appear.
