Description of problem:
Trying to run wireshark from a confined staff_u user. 

Beside create, theres also ioctl, bind, getopt and setopt.
SELinux is preventing /usr/sbin/dumpcap from 'create' accesses on the packet_socket .

If you believe that dumpcap should be allowed create access on the  packet_socket by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep dumpcap /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp
