Expose responseTime metric via rest

Additional info:

We should expose CallTimeDataComposite (similar to CallTimeDataManager.findCallTimeDataForResource) and RAW(not grouped by callDestination) as well.

Also, we should provide rest endpoints to POST calltime metrics.
