Description of problem:
noht boot option for smp-kernel is ignored.

This error is not in the actual kernels for rh 8.0, rh 9.0 and rhel as 3.0

Steps to Reproduce:
1. add noht to the boot options
2. reboot the system
3. check the numbers of cpus with top or in /proc/cpuinfo
    

Actual Results:  On an dual Intel Xeon system 4 cpus are found

Expected Results:  Only 2 cpus should be seen

It became "acpi=noht". This was an upstream change out of Red Hat's
control.

Intel also strongly recommend this is done by use of the BIOS option
as the bios can then set the system up better for non-HT use
