Description of problem:
If the Cluster configuration value is not defined, SPICE proxy never shows the Global Configuration value.

How reproducible:
100%

Steps to Reproduce:
1. Configure the global spice proxy value (http://www.ovirt.org/Features/Spice_Proxy#Global_Configuration)
2. DO NOT configure the cluster spice proxy value (http://www.ovirt.org/Features/Spice_Proxy#Cluster)
3. Open the New Pool dialog
4. Show Advanced Options
5. Go to Console

Actual results:
SPICE proxy never shows the Global Configuration value

Expected results:
SPICE proxy shows the Global Configuration value
