The opendbx backend is not (yet) packaged.

According to http://www.linuxnetworks.de/doc/index.php/PowerDNS_OpenDBX_Backend/Introduction

It requires opendbx library that we already package.

To compile it, you only need to add
     --with-dynmodules="opendbx"

Here's a diff to the .spec to enable it.

Package pdns-3.3.1-2.fc19:
* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing pdns-3.3.1-2.fc19'
as soon as you are able to.
