Assigned this bug to myself because of its close relationship to BZ#1075253 (Updating the New/Edit Cluster window screen shots and procedures).

Updated table on Cluster Policy Settings in Admin Guide to include the new Enable HA Reservation option and its function.

Updated Creating a New Cluster procedure in Install Guide to include reference to the HA Reservation option.

Added topic, Highly Available Virtual Machine Reservation, to Technical Guide.
