Verified on devenv_4532, this works correctly and primary cartridges are not overwritten by 'plugins', 'embedded', 'ci_builder', 'web_proxy' cartridges.

Found a third gear with this issue:

I'm noticing that 2 of 3 of these gears were created by RH'ers.
