Description of problem:

Districts are now formally required for all non-demo/throwaway environments in OpenShift Enterprise.  As such during the upgrade the following will need to happen:

* A new step will be added to ensure that no undistricted Nodes with gears exist
** It will guide the users through the process of creating the appropriate districts
* openshift-origin-msg-broker-mcollective.conf will be updated to ensure that DISTRICTS_ENABLED=true and DISTRICTS_REQUIRE_FOR_APP_CREATE=true
