Description of problem:
Creation of floating disk action gets blocked by engine by a CanDoAction failure.
The reason for the CDA is that the disk is created with 'active=true'.

Operation Canceled
Error while executing action: Cannot add Virtual Machine Disk. A disk configured with the "Activate" setting cannot be created as a floating disk.
Expected results:
active=true parameter shouldn't be passed as true when creating a floating disk since it's floating and not attached to a VM.
