Cause: Many migration files were missing the cisco plugin in migrate_plugin when ovs is included. Consequence: This caused several required ovs tables not to be created when the cisco plugin was configured. Fix: Included cisco plugin in migration plugins with ovs automatically. Result: All the needed tables are created when the cisco plugin is selected.

Description of problem:

The current version of the neutron is not correctly migrating the DB as needed for the cisco nexus plugin.

this is tracked in the upstream BZ:

Need this pulled into RHOS 4 A4 to support Partner ship.
