The 'Capabilities' section of the Technical Guide must be updated to contain new capabilities and reflect the current version number.

What Changed
------------------------------
Every topic in the Capabilities chapter was updated so that the 'minor' attribute would be '4'.

The following specific changes were also made:

Version-Dependent Capabilities [7955-623758]

Added a new entry for 3.4 and added 3.4 to the list of versions in the line preceeding the 'screen' section.

NIC Interface Types [7944-623748]

Added spapr_vlan

OS Types [7946-623749]

Added sles_11_ppc64, rhel_6_ppc64, other_ppc64, ubuntu_12_10, and other_linux_ppc64.

Host Non-Operational Details [28689-623752]

Added gluster_host_uuid_already_exists, architecture_incompatible_with_cluster, and network_interface_is_down.
