Description of problem:
I hit this bug today where I have an active neutron dhcp agent, but the error is being reported that I do not.

The bug was raised here:

yum install openstack-neutron
journalctl | grep neutron


Steps to Reproduce:
1. Install openstack-neutron
2. run neutron agent-list to see DHCP agent
3. check system log to see error

Are there any consequences or malfunctions of dhcp agent (vms not getting ips etc.)?

The fix for this has already made it into a build.
