Currently, we're using JavaScript to load navigational elements on splash pages.  

Could we perhaps embed it directly in the index page at template build time instead?

This needs to be done in publican.

Changed template code to pull in splash page at index page creation time.

A fix for this shipped in Publican 4.1.0.
