Add *~ to EXCLUDES

The 0.6 tarbal contains a *~ file; this patch should prevent them making the dist tarball in the future. 'git am'able patch against current fedorahosted git.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
