Description of problem:
Condor on Windows cannot be updated without removing the previous condor version. Trying to open the Condor installation wizard, while the previous version in currently installed, fails with an error message: "Another version of this product is already installed..." 

Version-Release number of selected component (if applicable):
condor-win-7.8.9-0.12 (cannot be updated from condor-win-7.8.9-0.9 - previous release version)

How reproducible:
100%

Steps to Reproduce:
1. Install condor packages from the previous release (condor-win-7.8.9-0.9 in this case).
2. Restart the machine.
3. Try to update condor to the new version (condor-win-7.8.9-0.12) by opening the installation wizard.

Actual results:
The installation wizard cannot be opened, the error occurred.

Expected results:
The installation should open and offer the update.

Condor can be updated without uninstallation of the previous version and works properly. 

Verified on packages condor-win-7.8.10-0.1 on Windows7-x86 and x64, Windows Server2003-x86 and x64, Windows Server2008-x86, x64 and R2 and WindowsXP-x86.
