Description of problem:

AFAIK, there are no any RPMs own /etc/sysctl.d/ and
only libvirt provides /etc/sysctl.d/* in RHEL 6 [1].
That is, users have to make /etc/sysctl.d/ by themselves
if they do not install libvirt.

Instead, how about making initscripts an owner of /etc/sysctl.d/,
or arranging /etc/sysctl.d/00-dummy.conf or something and making
initscripts owning it [2] ?

[1] I confirmed this with RHEL 6.5 by "yum provides /etc/sysctl.d",
"yum provides '/etc/sysctl.d/*'" and "rpm -qf /etc/sysctl.d".

[2] The later one looks a common way.

FYI. /etc/sysctl.d/ is provided by systemd in RHEL 7.
