Description of problem:
Previously, some procedures were written using the <orderedlist> tag set. These procedures should be converted into using the <procedure> tag set so that they match all the others in the document.

This bug involves editing all of the following topics and changing <orderedlist> to <procedure> and <listitem> to <step>. Each procedure must also have the same title as that of the topic - you can change the title of the topic if it seems clumsy in any way.

Also, many of the titles of the ordered lists are in the "To do a thing" format, and need to be changed to the "Doing a Thing" format.
