Description of problem:

There is a new feature Display of NIC Slave/Bond fault on RHEV-M Event Log and UI
https://bugzilla.redhat.com/show_bug.cgi?id=987299

The event log won't be more than one event per interface each 30 minutes.
the user should be able to configure this time.

BZ 987299 was revised so that the update time will be 15 seconds (and not 30 min). The network team looked at the option to make the value user configurable and we think that this is not straight forward and requires more infra changes. I also believe that this should be applied to all events in the system and not only for this specific NIC up/down case covered by this BZ.
